Bilingual Community Educational Advocate

Summary/Objective:
The Community Educational Advocate (CEA) supports parents, caregivers, and education rights holders in navigating the California special education system. The role involves advocating for youth ages 5–22, primarily Medi-Cal eligible. The Educational Advocate builds collaborative, non-adversarial relationships with schools and families to help secure appropriate educational services such as IEPs, 504 Plans, and behavioral supports. The CEA works regularly in person at both the Oxnard and Fillmore Drop-In Centers and provides services throughout Ventura County. Reliable transportation is required.
This position is funded through a contract with Ventura County Behavioral Health and is currently offered as a one-year position, with the possibility of an extension based on continued funding and performance. Educational Advocates may also be considered for other long-term positions within United Parents as opportunities arise.
Essential Functions:
- Assist parents/caregivers/education rights holder with proper documentation, identifying strengths, and determining needs.
- Manage and maintain a caseload of approximately 20-25 clients
- Provide monthly and quarterly summary reports on caseload progress and outreach
- Conduct outreach presentations on Educational Advocacy services, as needed.
- Host monthly support groups for education rights holders
- Build strong working relationships with school staff, United Parents team members, and drop-in center staff
- Connect and refer families to beneficial community resources, as needed.
- Accompany parents to IEP, Section 504, and other school-related meetings and provide advice and assistance as needed throughout the process.
- Exercise sound judgment as a matter of course, and hold protected health information and other sensitive information in the strictest of confidence in accordance with HIPAA policies.
- Serve as a mandated reporter in accordance with applicable state law and agency policy
- Perform other duties as assigned.

Supervisory Responsibility
This position does not have any supervisory responsibility but may serve as a mentor to others.
Work Environment
This position generally travels throughout Ventura County between both Oxnard and Fillmore drop-in centers as well as possible travel to client’s school. This position also could require traveling to multiple resources throughout the community such as VCBH mental health clinics, law offices, basic needs warehouses, etc. where employees can be exposed to a high level of noise, distinct smells, and uneven surfaces.
Physical Demands
This position requires the employee to drive for long periods of time for multiple hours out of their day. Candidate must be able to sit for long periods of time and be able to lift up to 20 pounds.
Position Type/ Expected Hours of Work
Full-time, 40 hours per week.
Required in-person availability:
- Tuesdays 11:00 AM – 7:30 PM (Oxnard)
- Wednesdays 11:00 AM – 7:30 PM (Fillmore)
- Every other Saturday (schedule may flex based on program needs)
Required Education and Experience
This position requires at minimum a high school diploma and must be a parent or caregiver to a child with emotional, behavioral or mental health needs. Candidate must have personal and/or professional experience with IEPs and the education system.

Summary:
We are seeking parents or caregivers who have been successful in raising a child with emotional, behavioral or mental health needs, preferably that have been involved with the behavioral health, special education, juvenile justice, and/or child welfare system. The Parent Partner will work with parents of children referred by Ventura County Behavioral Health by providing in-home support, education, and resources with the goal of maintaining stability in the home and empowering parents to be their child’s best advocate.
Essential Functions:
• Work with Ventura County Behavioral Health clinicians toward treatment goals
• Attend numerous training classes, as required
• Provide home and clinic based support and education
• Sensitivity to cultural, ethnic and economic diversity
• Willingness to learn and work within systems' protocols
• Model behavior and techniques families can learn from
• Identify and utilize family strengths
• Identify community supports and provide a warm connection
• Brainstorm new ideas and approaches
• Ensure the family voice is heard
• Assist family in creating and following a safety plan
• Responsible for maintaining accurate client notes and other paperwork in a timely fashion
• Help family to navigate the crisis management and stabilization programs and access services/programs that will be of help
• May work remotely to input progress notes

Bilingual Respite Care Provider
Bilingual Respite Care Provider
Reports to: Respite Care Manager
Classification: Part-time, hourly (non-exempt)
Pay: $19.00/hour + mileage reimbursement
Location: Ventura County (home & community settings)
Summary:
The Respite Provider provides a short-term break to parents/caregivers of children with emotional or behavioral needs in cities throughout Ventura County. Families receive up to 10 hours per month of respite care for each child. Workers are required to have more than one family on their client list. Staff keep preset availability windows.
Key Responsibilities:
• Engage children/youth in safe, age-appropriate in-home/community activities (trauma-informed, pro-social; not babysitting).
• Keep two recurring weekly availability windows and work some evenings/weekends as needed.
• Communicate professionally with families and the program manager.
• Complete basic paperwork (timesheets, mileage); attend required short trainings, quarterly respite meetings and quarterly respite fun events.
• Drive to visits across Ventura County; uphold confidentiality and professional boundaries.
Minimum Qualifications:
• Bilingual English/Spanish (clear spoken and written).
• Reliable, compassionate, and professional; patient with challenging behaviors.
• Experience or strong interest working with children with mental health/behavioral needs.
• Tech-comfortable (email, basic forms).
• Valid CA driver’s license, reliable car, auto insurance 50/100 bodily injury required (insurance stipend might be available).
• Live Scan/background clearance, TB test, and CPR/First Aid (or obtain within 30 days).
• Must reside in Ventura County.
Other Requirements:
• Adhere to mandated reporting, HIPAA/PHI, and all agency policies.
• Travel throughout Ventura County (mileage reimbursed).

Job Title: Bilingual Outreach/Resource Coordinator- Oxnard Drop in Center
Reports to: Manager of Drop in Centers
Summary/Objective:
This position is funded by Ventura County Behavioral Health (VCBH) as part of the Behavioral Health Recovery Services initiative. United Parents operates two Parent Drop-In Centers (in Oxnard and Fillmore) that offer low-barrier, culturally responsive support for parents and caregivers raising children with mental health needs.
The Oxnard Drop-In Center provides a safe, welcoming environment where families can access resources, peer support, system navigation assistance, and educational workshops. The center also hosts youth and parent support groups and engages in ongoing community outreach to reduce stigma and improve access to care.
The Outreach/Resource Coordinator plays a vital role in connecting families to community resources and coordinating outreach efforts for the Oxnard Parent Drop-In Center. The coordinator supports daily operations, provides direct peer navigation to families, facilitates workshops and groups, and represents United Parents at community events and partner meetings.
This position requires flexibility to work evenings and Saturdays to align with the center’s community-based hours. The center operates Monday–Friday 1:00–7:30 PM and Saturday 8:30 AM–1:30 PM. Staff typically work five days per week within those hours and may rotate or regularly work Saturdays. Candidates who can work all Saturdays are encouraged to apply.
Essential Functions:
- Coordinate daily operations and outreach activities at the Oxnard Drop-In Center.
- Assist with facilitating support groups, workshops, and community events.
- Provide one-on-one peer and resource navigation for parents/caregivers.
- Conduct outreach to schools, agencies, and community events to raise awareness of available supports.
- Maintain up-to-date community resource boards, flyers, and program information.
- Collect, track, and report outreach and engagement data in accordance with VCBH contract requirements.
- Assist families with referrals to community-based programs, behavioral health providers, and supportive services.
- Participate in required staff meetings and trainings, both in-person and virtually via Microsoft Teams.
- Support the organization, inventory, and distribution of essential items (e.g., diapers, hygiene products, clothing).
- Represent United Parents at resource fairs, coalition meetings, and partner events.
- Gather community feedback to identify unmet needs and barriers to accessing care.
- Follow all agency and contract documentation, reporting, and confidentiality requirements.
- Perform additional duties as assigned to support United Parents’ mission and programs.

The position involves community outreach and requires local travel within Ventura County. Occasional evening or weekend outreach events may be required.
Physical Demands
Candidate must be able to sit for long periods of time and working on a computer, while also helping unload donations into center including diapers and food items. Frequent use of hands and fingers for typing, data entry, and document preparation. Occasional standing, walking, bending, or carrying materials and must be able to lift up to 20 pounds. Position Type/ Expected Hours of Work
This is a full-time (40 hours/week) position. The Oxnard Drop-In Center operates Monday–Friday until 7:30 PM and Saturdays from 8:30 AM–1:30 PM.
The initial schedule will include Monday–Friday 12:00 PM–7:30 PM (with a 30-minute unpaid meal break) and Saturday 8:30 AM–1:30 PM.
As additional staffing coverage is secured, the schedule may be adjusted to a five-day workweek while maintaining full-time hours.
Required Education and Experience
- Minimum of 2 years of experience in community outreach, case management, or family-serving programs.
